"Budget debate: Develop metrics to track efficacy of Govt spending, MPs say - CNA 04 Apr 2016

Efficacy and accountability in government spending emerged as a key area of concern on Monday (Apr 4), the first day of the two week-long Budget and Committee of Supply debates in Parliament.

In his Budget speech on Mar 24, Finance Minister Heng Swee Keat announced significant spending in the area of support innovation and enterprise, including a S$4.5 billion Industry Transformation Programme.

Members of Parliament focused on the finer details of implementation, bringing up the need for government spending to be well accounted for, to ensure that the investments realise their intended outcomes.

METRICS TO TRACK SPENDING

MP Foo Mee Har (West Coast GRC), for example, wanted to know what measures are in place to track Key Performance Indicators and outcomes on big-ticket investments such as the Industry Transformation Programme and SkillsFuture."

It is wonderful to see the PAP MP asking for 'clearer accountability' of the government on its spending.

As it SHOULD BE!!

Also good to see 2 WP NCMPs spoke on some NEW ideas to measure productivity and innovation from the considerable investment by the government in the National Research Fund.

Lastly, wonderful to see the NMP Ms Chia, herself a wheel-chaired intellectual proprietary right lawyer, championing the innovation for the physically handicapped people in Singapore.

Will there be quarterly reporting of the Metrics and KPIs after the Budget debate is all done and dusted? I hope so. At least SOME MPs had spoken!!

p/s: The Panama 'Off-Shore Companies' OPEN SECRET! Supposedly Presidents and Professional 'Hit-man' shared the same 'tax evasion and money laundering' firm that make it convenient for them to 'keep their money secret'! Even President Xi's family was supposedly involved too!

I hope it is NOT TRUE. Otherwise, President Xi's reputation will be tarnished. Is he for real on the anti-corruption trail? Amen if I may say a little prayer for a 'free-thinker'!
