Daily Lessons from Life 26-27 July 2017 - Higher Rail Reliabliity and Nuclear Stirke on China

1. "Higher rail reliability target for 2020 set, as improvements seen: Khaw Boon Wan

SINGAPORE: A new 2020 rail reliability target was set by Transport Minister Khaw Boon Wan on Thursday (Jul 27).
Speaking at the Fourth Joint Forum on Infrastructure Maintenance, Mr Khaw announced that he wants trains to travel 1 million train-kilometres before there is a delay of more than five minutes, a measurement known as the Mean Kilometres Between Failure (MKBF).
The original target was 800,000 train-kilometres, which was set last year, benchmarked against the Taipei Metro, Mr Khaw said, adding that the Taipei company had "upped the game" and achieved 1,000,000 train-kilometres in 2016, hence the raised target.

Mr Khaw presented data that showed Singapore’s MRT system has improved its performance in the first half of this year.
According to the minister, trains travelled an average of 393,000 train-kilometres before a delay of more than five minutes in the first half of this year. That is about three times more than 2015 figures, when trains travelled an average of 133,000 train-kilometres between delays.
The figure is also better than this year’s target of 300,000 train-kilometres."

It is GREAT to learn that DESPITE the recent delays and issues with the new signalling, the loose doors, etc. Singapore rail reliability has IMPROVED!

It is also good to learn that a new 2020 rail reliability target has been raised from 800K-T.km to 1M-T.km. Hopefully Mr Khaw will be there to share the credit and achievement with the rail industry!

2. "US admiral says he would launch nuclear strike against China if Trump ordered it: Report

SINGAPORE: The US Pacific Fleet commander said on Thursday (Jul 27) he would launch a nuclear strike against China if President Donald Trump ordered it, according to a report by Associated Press (AP).
Admiral Scott Swift was responding to a hypothetical question at an Australian National University security conference following a major joint US-Australian military exercise off the Australian coast.
When asked by an academic in the audience whether he would make a nuclear attack on China next week if Trump ordered it, Swift reportedly said: "The answer would be yes."

He then warned against the US military shifting its allegiance from its commander in chief.

"So, every member of the US military has sworn an oath to defend the constitution of the United States against all enemies, foreign and domestic and to obey the officers and the president of the United States as the commander in chief appointed over us. So, this is, this is core to the American democracy and any time you have a military that is moving away from a focus and an allegiance to civilian control, then we really have a significant problems," he added.

AP also quoted Pacific Fleet spokesman Captain Charlie Brown saying that Swift's answer reaffirmed the principle of civilian control over the military."

I DO expect a "YES" answer from him too since he is BUT a 'follow order military man'! That is the nature of the beast!

That is perhaps the sad part despite the fact the he, maybe, is not a fan of the elected President Trump!

YET, that is the great quality of a GOOD military man, or woman, or transgender (oops! No MORE transgender as President Trump just said they cost too much to maintain!).

That is perhaps, fairly or unfairly, the MANY questions asked of S'pore military-trained government officials/cabinet ministers ACT against the Commander-in-Chief on civilian matters!!

Or that they are TRULY open to diversity after shedding their military uniforms working in public services.

Let's hope a nuclear weapon will NEVER be launched against ANYONE and ANY COUNTRY in the world!
