"Scheme takes safe cycling message to schools - The Straits Times 26 May 2016

Students could soon be learning basic bicycle handling skills, cycling etiquette and how to recognise off-road signs and markings under a new programme that the Land Transport Authority (LTA) is rolling out in secondary schools.

Launched yesterday at Qihua Primary School in tandem with the start of the Singapore Road Safety Month, the half-day Safe Cycling Programme will have both theory and practical sessions.

Students will learn how to manoeuvre through crowded spaces, share paths with pedestrians and other cyclists, and pick the best routes to go by bike."

Educate we must. Hopefully we DO have 'educated wise students' and 'educated wise cyclists - young and old' eventually!

I am not sure if the recommendation from the 'Mobility' Committee or whatever name it goes by to allow 'personal mobility devices and bicycles to SHARE Footpaths' had been passed into laws or not BUT it is definitely worth my while to promote what I believe to be 'safe manual cycling' SHARING footpaths.

1. footpaths are PRIMARILY for pedestrians. Remember this! Cyclists and other mobility devices users are therefore 'guests' on the footpath. As such, we must always respect the pedestrians! They have the RIGHT of way!;

2. cycling safely means:
a. no speed of more than 8km/hr anytime a person is in sight;

b. pass a pedestrian, whether walking towards or away from cyclist, at almost walking pace! This is to avoid the pedestrian suddenly changing direction to the left or right;

c. at bus-stop with commuters waiting, dismount and push the bike; or again at walking pace at best if we must stay on the bike!;

d. if you must speed, get off the footpaths and on to the road. Simple as that;

e. if you collide and cause injuries to pedestrians, you will be punished severely as it is likely that you did not do the actions described in item 2a to 2d above! There will be no excuse.

As for that 'committee's recommendation of speed at up to 15km/hr., I still maintain that ALL of them should stand in line and experiment being knock into by a bike at 15km/hr. Again, a simple way to make sense if max speed of 15km/hr. is too high a limit or not!

Happy and safe biking. It is eco-friendly. It is healthy. So, make it safe to be doubly worthy of promoting and pursuing!
