Daily Lessons from Life 01 April 2014 - Public accounts watchdog concerned over continuing procurement lapses

Today is April Fools Day and I am glad that NO ONE tried to pull a prank on me! I honestly do not like this 'day' at all as life can be full of happiness and laughter without having a 'special day' to 'joke', unfortunately many were BAD ones, with friends and co-workers, etc.

Parliament's public accounts watchdog has expressed concern in a report on Tuesday that despite recent efforts to enhance procurement rules in the public sector, some organisations are still not diligent enough in ensuring compliance.

Here's an excerpt from the Third Report of the Public Accounts Committee:
Procurement Irregularities

The Committee noted that procurement continued to be an area prone to lapses. In the latest Report of the Auditor-General for the Financial Year 2012/13, 12 out of the 35 observations reported pertained to laxity in the area of procurement. The lapses included the following:

(i) Waiving competition on weak grounds;
(ii) Allowing bid alterations by certain bidders after tender had closed;
(iii) Not disclosing evaluation criteria upfront in tender documents;
(iv) Not evaluating tenders properly; and
(v) Obtaining approvals retrospectively.

The Committee was concerned that even with efforts over the last few years to enhance procurement rules and procedures across the public sector, there were indications that some public sector entities were not sufficiently diligent in ensuring compliance with procurement rules.

The Committee sought written explanations from the following Ministries on the procurement lapses:
(i) Ministry of Culture, Community and Youth (MCCY);
(ii) Ministry of Education (MOE);
(iii) Ministry of the Environment and Water Resources (MEWR);
(iv) Ministry of Foreign Affairs (MFA);
(v) Ministry of Home Affairs (MHA); and
(vi) National Research Foundation (NRF) of Prime Minister's Office (PMO)."

I hope this is NOT an April Fool's joke as serious money are involved. The PEOPLE's money too!

Lessons for me are:

1. public entities must subject themselves to even more stringent standard of conducts as they are using public's money to function;

2. of course, any self-respecting person will strive to do his or her with honour, diligence and smart. It must be made clear that many public servants are good, honest and professional in their conducts. So, lapses must be acknowledged and corrective actions taken seriously;

3. it is reassuring that such lapses are being reported and made public. This MUST be the case and is the MINIMAL standard of disclosure expected and demanded. Hopefully no government officials try to point out this 'meeting the expected standard' as proof that the public entities are aOK!

Big money. Big temptation. Beware of the consequence if anyone want to try their luck to cheat the people!
