Daily Lessons from Life 20-21 July 2015 - Family Abuses and Public Service

1. "Abuse could have gone on for 6 months: Man who filmed daughter slapping mother - CNA 21 July 2015

SINGAPORE: The authorities are looking into an alleged case of domestic abuse, after a video of a 58-year-old woman being slapped by her daughter multiple times went viral on Facebook.

Their neighbour, Mohd Juani Ali, 25, filmed the incident in secret outside their flat at Block 48 Lower Delta Road on Monday (Jul 20). He said the abuse happened "frequently" for as long as six months, but only managed to capture their act when he chanced upon the scene. "In front of other people they never do this. When there are no people around, they would start to hit the aunty."

“Actually, I don’t want to be involved in this matter, but I can’t bear to see the aunty like this, so It thought I should report it to the authorities," Mohd Juani said. “Before this, she was healthy, unlike the state she is in, as seen in the video. Now, her head is even shaved botak and I pity her.”

Several people on Facebook have hailed Mohd Juani as a hero for blowing the whistle on the assault, but he shrugged it off, saying he did not do it for fame. “Actually, I don’t need all that,” he said. “As a human being, I think we should all help each other because I can't bear to see the pain she suffered."

The daughter in the video is currently assisting the police with investigations and the case has been classified as voluntarily causing hurt.

No one appeared to be at home when the news team visited the flat. A note on a wall near the gate, apparently written by the daughter, said that the family owed people money and that her father had left the family.

The Singapore Defence Force said the victim was sent to hospital on Monday evening. Police said they are working closely with the Ministry of Social and Family Development to ensure the victim receives care and support. Mr Tan Chuan-Jin, Minister for Social and Family Development, has said violence, no matter the reason or context, should not be tolerated."

A sad situation. No matter what, the abuses are totally wrong and unacceptable.

Hopefully the old lady gets the right help. The daughter gets the right help, and punishment if the investigation reveal no mental issue with her state of mind. MSF involvement should be a big plus here.

2. "Public Service sector 'cannot stand still': DPM Teo - CNA 21 July 2015

SINGAPORE: Much of what Singapore today, is the result of hard work put in by the nation's early public service officers, said Deputy Prime Minister and Minister-in-charge of Civil Service Teo Chee Hean.

"In the past 50 years, our public officers have worked closely with our political leadership and Singaporeans in our nation-building journey – from Third World to First," he said at the Public Service Commission scholarship presentation ceremony on Tuesday evening (Jul 21).

Said the Deputy Prime Minister: "How can we take better care of the less fortunate to ensure that all Singaporeans benefit from the fruits of development? How can we help Singaporeans to deepen their skills throughout life, and not just while in school? How do we overcome our resource constraints, and turn vulnerabilities into strengths? How do we take care of our ageing population and support Singaporeans in their aspirations to raise a family? How do we restructure our economy and jobs to meet the aspirations of an increasingly well-educated population?"

These questions he said, need to be answered not just within the Public Service, but also through public consultation so that policies and programmes are co-created with fellow Singaporeans.

"In the work that you do, remember to uphold the Public Service values of integrity, service and excellence. Remember that you have a responsibility to make Singapore better than what it is today, so that we can progress towards SG100 with hope and optimism," he said.

"Through development programmes and career opportunities provided under the PSLP, the Public Service will build up a core of officers and leaders who collectively have the depth and the breadth to tackle the more complex and interconnected challenges facing Singapore. This will ensure that the Public Service is well-placed to serve Singaporeans in the years to come," he said."

There is NO DOUBT that a civil service with integrity, service and excellence are key to the progress made by Singapore throughout its nation building and development!

Lessons for me are:

1. the need for deeper and broader connection with the public for the public servants is definitely a must. Just like what ex-mandarin, Mr Ngiam Thong Dao recently commented in a public forum about the need to have elite civil servants/scholars connecting with the real world and not just being 'airdropped' at assistant director level in the government ministries and departments!;

2. it is absolutely necessary to remind the civil servants that they are paid not too badly and they need to take the 'public service' part of their jobs seriously. While serving the political leaders in the government, they need to fully understand that they are serving Singapore and Singaporeans and NOT 'this or that political party supporters'. I think by and large the civil servants had done just that! Keep up the good work!;

3. the political masters also must bear in mind that when 'high salaries are paid to prevent attracting any corrupt monkeys', there must be an element of altruism. The sense of pubic duty and services to the nation and people. This cannot be de-emphasised. It must always be there. The value of public service. Doing good for a greater number of citizens.

The recent talk about setting up a Municipal Services Office in the PMO to coordinate 'overlapping and muddle who has responsibility for the discarded fish-ball sticks' and the setting up of a special unit to deal with errant retailers due to the infamous Sim Lim saga begs the question of: 'Are we building too big a government now?'.

Beware of ever expansion of 'government civil service'! The last we checked, over 50% of workers work for the Greece's government!! When the going is too good, the incumbents will fight to stay in status quo!!
