Daily Lessons from Life 28 April 2015 - Hiring local talent remains priority: Study

SINGAPORE - Domestic talent acquisition remains a key priority in Singapore, revealed a study by international recruitment consultancy, Robert Walters. The Asia Job Index tracks job advertising volumes for professional positions across the leading- job boards and national newspapers in China, Hong Kong, Japan, Malaysia and Singapore.

With Singapore's tight labour market, employers are focusing heavily on talent development and retention, on top of aiming to attract the best talent for the right positions. There was a 30 per cent increase in job advertising volume for legal and compliance jobs, while positions in anti-money laundering and financial crime are particularly in demand.

Toby Fowlston managing director of Robert Walters Southeast Asia said: "Companies prioritise Singaporean professionals when hiring and that emphasis will continue throughout the year. Only when all channels of recruiting domestic talent have been exhausted do hiring managers expand their search to foreign candidates.""

I am not sure how representative is this report as the jobs posted seem more involving the financial industries rather that across the board. e.g. legal and compliance, anti-money laundering and financial crime.

So, it is SHOULD perhaps been made clear that it is NOT representative of the overall job market. Yes?

Lessons for me are:

1. in Singapore, the 'battle of local talent vs. foreign talent' should be focused on: are our Local Talents COMPETITIVE in our own backyard? IF NOT, we have a big problem! Especially if the main reason for been uncompetitive is not due to the male Singaporeans needing to serve Reservist services!;

2. whenever this topic crops up, the inevitable comment or complaint is that older Local PMETs who are willing and able simply do not get the chance to be interviewed or not given the chance to take the job after the interview. While the MOM has been saying that NOT all rejection or unsuccessful application for jobs are due to 'discrimination against older PMETs and, worst, Local Talent' by HR staffed by FTs!! So, who is right? Or how right? 50% or 70% or 90%?;

3. there was this report by the MOM a few days ago about the % of PMETs in the total retrenchment in 2014 and that more than 51% were older PMETs. So, is it true that this category of Local Talent is at risk due to discrimination or other reasons? Until and unless we can collect such data and analysed them into useful information, this debate of 'the LTs were discriminated in favour of FTs' will never come to any meaningful conclusion. We will just be 'pissing in the wind'.

Whatever it is, as I have said in the past, the numbers have absolutely no meaning to the out-of-job older local PMETs. For everyone that is out-of-job and feels that he/her is ABLE and WILLING but never get the 'desired job', it is a problem for them NOW!

For national policy makers, IF these are due to our LTs not having the 'right skills' to do the available 'right jobs', it become a national issue that need a national solution!
